Gen Pharma Caucasus Manufacturing Operations opened a pharmaceutical factory in Pirallahi Industrial Park, Baku, on 5 October. Interfax reported the inauguration on 6 October 2026. President Ilham Aliyev attended the ceremony in Azerbaijan.
The presidential announcement valued the project at 113.9 million manats, including 13.2 million from the Azerbaijan Business Development Fund and 10 million in concessional financing. Industrial-park status provided exemptions exceeding seven million manats in VAT and customs duties.
Production programme and export plans
GEN's announcement dated 6 October described annual capacity of 60 million medicine boxes, including approximately 2.5 billion tablets and capsules, on a 5.2-hectare site. Its initial target is to introduce 50 medicines during 2027 and localize more than 500 within five years. Planned treatment areas include:
- Cardiology, neurology and urology.
- Diabetology and gastroenterology.
- Painkillers and antibiotics.
The company plans domestic sales and exports to Uzbekistan, Kazakhstan and Georgia. These figures describe the production programme and export destinations announced at opening.
The shareholder agreement and earlier construction stage
In its 31 July 2023 shareholder-agreement announcement, GEN set its holding at 66%, Azerbaijan Investment Company at 29% and SIA Pharmaceutical at 5%. The agreement allocated 52,000 square metres in Pirallahi. GEN described the project as its second manufacturing facility worldwide and its first abroad; its Azerbaijani representative office had operated since 2016.
That earlier company plan specified 14,000 square metres of enclosed space for the first phase, approximately $36 million in initial investment and employment exceeding 200 people. Those were the parameters announced with the shareholder agreement.
Interfax's 7 December 2023 report separately covered the foundation-laying ceremony. It gave an investment value of 59.3 million manats and a planned opening in 2026. At that stage, private investment represented 34% of financing and loans 66%.
The December construction report envisaged 50 million packages annually, with seven types of medicines comprising 42 items. Its listed dosage forms included tablets, capsules, syrups and suspensions. These construction-stage specifications preceded the October 2026 announcement of the completed factory's capacity.
