Support for the zone proposal

A working group led by Deputy Prime Minister Alexander Novak backed plans for Khakassian Technology Valley in Russia, Interfax reported on 29 June 2026, citing the government. The proposed industrial cluster would cover metallurgy, mechanical engineering and metalworking.

Preparatory work in January 2023

Khakassia's government reported its first regional working-group meeting on 18 January 2023, chaired by regional head Valentin Konovalov. Officials had prepared a roadmap and an agreement with Tatarstan's Alabuga special economic zone. Economy minister Viktor Bogushevich said the following eight to ten months would involve preparing an application and documents for the federal government. The stated anchor plans included a casting-and-rolling shop increasing Sayanal cold-rolled strip output by 36,000 tonnes and a new foil-and-strip plant with annual capacity of 55,200 tonnes. The government's forecast for these projects was 830 jobs.

A separate rolling-project agreement

On 2 March 2023, Rusal announced an agreement with Khakassia's government at the Krasnoyarsk Economic Forum. The company planned to invest 9 billion roubles in increasing cold-rolled strip production capacity at the Sayanal foil-rolling plant to 30,300 tonnes annually, with more than 220 jobs expected. Rusal described the agreement as a continuation of the earlier arrangement for creating Khakassian Technology Valley, signed at the 2022 Eastern Economic Forum. Its release identified knitting, woodworking, fuel, automotive and construction industries among the applications of cold-rolled strip, describing the material as easy to process, strong and durable.

The governor's June 2026 timetable

In an interview reported by Prime on 5 June 2026, Konovalov said the zone could start operating in the second half of the year if the federal creation decree was issued in the first half. The project was being developed at federal level as a key element of Khakassia's individual socioeconomic development programme. The report described the proposed Sayanogorsk and Beya district zone as an instrument for developing industrial specialisation and attracting private investment, with particular attention to aluminum foil and packaging made from it. The interview was given at the St. Petersburg International Economic Forum.
