Eli Lilly and Company committed another $4.5 billion to two manufacturing sites in Lebanon, Indiana. Its 6 May 2026 statement put Indiana capital expansion commitments since 2020 above $21 billion. The genetic-medicine facility, Lilly Lebanon Advanced Therapies, opened that day; the active pharmaceutical ingredient facility, Lilly Lebanon API, is expected to open in 2027.
Earlier API capacity commitments
The API project had already expanded in the company’s 24 May 2024 announcement. An additional $5.3 billion increased that site’s investment commitment from $3.7 billion to $9 billion. The state planned support for roads, water, electricity and other utilities, workforce development and incentives tied to investment and employment goals. Proposed workforce support included land for a training centre, subject to approval, and collaboration to raise funding for its completion.

Research and clinical supply
On 2 October 2024, Lilly separately announced a $4.5 billion Medicine Foundry in the same district. The centre was designed to combine production-method research with manufacturing medicines for clinical trials. Its flexible design would accommodate small molecules, biologics and nucleic acid therapies, with new technologies transferred to other Lilly sites for full-scale production. The company expected an opening in late 2027 and 400 permanent skilled jobs when fully operational. Indiana planned infrastructure improvements and incentives tied to investment and employment objectives. The facility’s location would support collaboration with research teams in Indianapolis and manufacturing sites in Lebanon.
Workforce development and company profile
The 17 April 2023 groundbreaking announcement had combined two factories with a workforce programme. Lilly committed another $1.6 billion and up to 200 additional jobs, bringing the two-site commitment to $3.7 billion and up to 700 positions. The company also committed $15 million over five years to the Ivy Tech Foundation for up to 1,000 scholarships. Students pursuing two-year degrees or certificates in manufacturing, quality or related fields would have access to a smart-manufacturing laboratory. Lilly’s corporate profile described nearly 150 years of discoveries, with research based on biotechnology, chemistry and genetic medicine.
