Production complex opens
Moscow Photonics Center opened a photonic-integrated-circuit production complex in Zelenograd on 5 December 2025. The industry ministry reported designed annual capacity of up to 2,000 wafers and up to 500,000 chips, depending on topology and function. Technopolis Moscow specified six months of test operation, with production of up to 500,000 items annually planned from June 2026.

Project context: 20 May 2024
The industry ministry had described the project in May 2024 as a public-private partnership being implemented by Moscow’s government with ministry coordination. The production complex was then expected to start operating during 2025. In the same official announcement, the ministry outlined research and development on optical equipment and support for fibre solid-state lasers, photodetectors and display manufacturing. It also proposed an analytical programme identifying required photonics products, materials and technologies for government consideration. These were the development and support measures reported at that stage, before the complex’s opening.
Company profile: November 2024
A company-authored profile in the Laser Association’s November 2024 bulletin described laboratory-industrial building No. 5 as under construction, with commissioning planned for 2025. It listed silicon-on-insulator, silicon-nitride and epitaxial InGaAsP processes, 90-nanometre design rules and 200-millimetre wafers. The stated capacity was 100,000 chips annually for a five-by-five-millimetre chip size. The profile described topology development, verification, prototypes and functional testing, alongside preparation for serial production. It reported 65 employees, including 44 scientific, technical and engineering staff, and a planned library of circuit elements by 2026.
Building completion: 13 March 2025
In March 2025, the Zelenograd prefecture newspaper reported completion of the centre’s principal building works at Alabushevo. Equipment deliveries and commissioning were continuing, with first products expected before year-end. The building covered 26,700 square metres; the earlier production plan envisaged up to 100,000 items annually. The same report described a separate photomask centre under construction nearby: 14,500 square metres, including about 3,000 square metres of clean rooms. Its planned capacity was 5,500 photomasks annually, with almost 300 new jobs. Those figures concerned the separate facility and its announced plans.
