Plant opening
Rostselmash opened a tractor and road-construction equipment plant in Rostov-on-Don on 5 March 2024. The project’s total investment was expected to exceed 13 billion roubles, with 11.5 billion already invested. The plant has annual capacity of 5,000 machines; exports were planned to represent 18% of sales. The Industrial Development Fund provided a four-billion-rouble equipment loan in October 2022.

The earlier factory plan
The project had been described in a company statement reported by RBC Rostov on 26 May 2021. That earlier plan envisaged a 14-hectare site with a 62,000-square-metre production building and separate engineering and commercial offices. The investment estimate at that stage was approximately five billion roubles. Welding, machining, painting and tractor assembly equipment were planned. The proposed range covered five tractor series with conventional and articulated frames, including new modifications. The company had launched tractor manufacturing at its existing site in 2016; capacity there exceeded 1,500 machines annually when the new project was announced.
Equipment and the revised timetable
On 27 May 2022, director Valery Maltsev told the investment council that equipment problems had pushed the commissioning date to the middle of 2023. The proposed factory programme then included five agricultural tractor series and four categories of road-construction machinery. A design bureau was developing the first machines: backhoe and telescopic loaders were expected for testing in the second half of 2023, a front loader in early 2024 and a tracked excavator in 2025. Maltsev also reported over 52,000 component items: more than 35,000 made in-house and another 16,000 purchased from Russian suppliers.
Construction progress in 2023
RBC Rostov reported progress on 14 April 2023, citing deputy industry minister Vyacheslav Timchenko. Construction and installation work was approximately 70% complete, while equipment provision stood at about 60%. The expected production start had moved to the fourth quarter of 2023. The project budget was then above ten billion roubles, with more than five billion invested since the project began and approximately 600 million during the opening months of 2023. The governor had announced in December 2022 three machinery projects for the region: tractor and transmission factories in Rostov-on-Don and an agricultural and municipal equipment facility in Taganrog.
