The earlier groundbreaking record
The Perlis government's official account dates the groundbreaking ceremony to 18 July 2023. The regent witnessed the event, attended by state officials and representatives of MRCB, Jabil and the Northern Corridor Implementation Authority. The account records a development agreement signed by MRCB and the state government on 6 October 2022. It envisaged phased construction of an electronics production facility on four CVIA plots. At that stage, the project was scheduled to begin in July 2023, with an estimated construction period of one year and a forecast of 150 jobs.
The Batu Kawan expansion announced in 2015
In a release dated 14 May 2015, Jabil said it had secured state approval to purchase 20 acres at Batu Kawan Industrial Park in Penang. The planned site would serve enterprise, industrial, medical and aerospace customers. The company cited skilled local workers, a mature supply chain of around 3,000 suppliers and utility services as reasons for expanding there. Operations executive KC Ong forecast 2,500 skilled jobs over five years. The agreement also allowed a further 20-acre purchase; construction was then expected to start in the second half of 2016.
A separate Penang business-centre move
A The Star report republished by InvestPenang on 17 January 2018 described Jabil's tenancy at GBS@Mayang in Bayan Baru. Its Global Business Centre would occupy two floors with more than 72,700 square feet, allowing future expansion for 1,000 executives. Procurement vice-president Frank McKay said the office would support plans for robotic process automation in centralised purchasing, aimed at reducing repetitive work. The report also recalled the state's 2017 announcement of a 10-million-ringgit refurbishment of Mayang Mall into a global business services centre, with about 110,000 square feet of office space.
