Kazakhstan approves Karaganda Pharmaceutical Complex investment project

Kazakhstan approved a 42.5-billion-tenge Karaganda pharmaceutical project. The planned programme covers 74 medicines, modernization and around 70 new positions.

The government of Kazakhstan approved a 42.5-billion-tenge pharmaceutical investment project in Karaganda Region, Interfax reported on 15 May 2026. Prime Minister Olzhas Bektenov signed the resolution; the Health Ministry and Karaganda Pharmaceutical Complex concluded an investment agreement.

The company belongs to Almaly, founded by Kairat Boranbayev. It reported sector investment increasing from $91.3 million to $142.8 million during 2025. Since December 2025, seven pharmaceutical investment agreements worth 360 billion tenge had been concluded.

Planned production and employment

The government's announcement covers construction and modernization of production facilities. The project envisages 74 medicines and approximately 70 new jobs. Its planned manufacturing programme includes:

The government described deeper localization and development of high-technology pharmaceutical capacity as the project's objectives. These are investment-agreement commitments and announced production plans.

The company's earlier supply programme

SK-Pharmacy's report dated 12 June 2024 described a visit by senators and the national medicine distributor. At that time, four long-term contracts covered 39 medicines; supplies had started in 2018. The distributor compared four medicines worth 700 million tenge supplied in 2018 with approximately eight billion tenge for 11 medicines in its 2024 account.

The visit included the workshop for freeze-dried injectable medicines and biochemical, physical-chemical and microbiological quality-control laboratories. The distributor identified generic and biotechnology medicines for cancer, haemophilia, hepatitis and diabetes among the existing supply programme's treatment areas.

The preceding national policy meeting

At the entrepreneurs' council meeting on 29 April 2026, Atameken presidium chairman Kanat Sharlapayev reported 209 domestic producers: 43 making medicines and 166 medical devices. The government's meeting account listed 83 long-term contracts with 31 manufacturers for more than 2,000 products.

The same meeting instructed the Health Ministry to introduce single-window registration for medicines and medical devices by 1 July 2026. Sharlapayev's April account listed six investment projects since December, valued at 316.3 billion tenge, with around 400 medicines planned. The later May announcement reported seven agreements and approximately 474 medicines.
