Severstal takes full control of Taganrog wind-tower plant

Severstal gained full control of the Taganrog wind-tower plant through a subsidiary purchase. Earlier delivery records describe manufacturing history and scale.

Severstal has become the sole owner of a wind-turbine tower factory in Taganrog, Russia, Interfax reported on 16 April 2024. The steelmaker acquired New Solutions and Technologies, which held the former Windar Renovables 51% interest. Registry data put ownership of that subsidiary at 100% from 8 April; Severstal already held the remaining 49% of the tower business.

Earlier manufacturing and supply agreements

A Windar statement dated 8 January 2020 described the first anniversary of the Taganrog plant, launched in December 2018. In its first year, the WRS Towers venture had produced more than eighty wind-turbine towers for domestic projects. It had also been named a supplier for SGRE turbines: the announcement identified the Azov wind farm in Rostov Region, rated at 90 MW, and the Kola wind farm in Murmansk Region, rated at 201 MW. Those project figures and completion targets belonged to the historical supply announcement. The plant had also supplied towers for Vestas turbines.

The February 2021 delivery milestone

On 16 February 2021, Windar reported a milestone marked five days earlier. The Taganrog factory had supplied 145 towers during 2020; cumulative deliveries since production began reached 267 towers, comprising 967 sections. The statement associated those deliveries with approximately 1,000 MW of wind-power capacity. This described the capacity of the wind projects supported by the equipment, rather than the tower factory’s own electricity generation. At that time, Windar owned 51%, while Rusnano and Severstal each held 24.5%. The historical ownership structure therefore differed from the full-control position reported in April 2024.

Sections, towers and customer projects

Windar’s third-anniversary statement, published on 13 December 2021, described the venture under the WindarSeverstal name and a different ownership split: Windar held 51% and Severstal 49%. It reported more than 985 tower sections manufactured for its main customers, Vestas and SGRE. Sections are components of towers, so that quantity should not be read as 985 complete towers. The same statement gave measures of scale, listed below. These disclosures concern historical wind projects; they do not establish output, utilisation or orders in 2024.
