Ural opened two axle-component production sections in Miass, Russia, Interfax reported on 15 May 2025. Chief executive Pavel Yakovlev targeted serial production of new axles from January 2026. Components are also intended for existing Ural-4320 axles.

Planned annual capacities

The initial development programme

An announcement on 21 April 2021 described staged preparations for axles serving trucks with payloads of nine to sixteen tonnes, alongside construction machinery. The company's initial business plan envisaged investment of around two billion roubles. A first pilot industrial batch was targeted for May 2023, with research and development scheduled across 2021–2023.

The planned work comprised design and process documentation, prototypes, bench testing and road testing. Equipment purchasing and production-chain installation would follow. The proposed manufacturing system was intended to accommodate different customers' drawings and produce both driven axles and non-driven front axles.

Testing and capacity plans in 2022

In its 22 November 2022 statement, Ural specified intended axle loads of ten to sixteen tonnes and front-axle loads of 7.5 to nine tonnes. Project leader Sergei Bashirov reported four variants completed and fully tested out of eleven planned designs. The statement identified approximately seven billion roubles in state financial support.

Grigory Zhitenev described planned capacity of 25,000 axle sets and 10,000 axles for specialized machinery. Equipment deliveries were partly complete, with most machines still to be purchased and installed. Yakovlev's then-stated objective was to master axle production by 2025.

Transmission development alongside the axle project

A 8 February 2023 announcement described cooperation with South Ural State University on new transfer cases. Its existing transfer cases served all-wheel-drive vehicles of up to 27 tonnes gross mass; the new work also covered heavier E33-segment vehicles of 34 tonnes gross mass.

The university's experimental-engineering institute received a 28-million-rouble grant, while Ural became the industrial partner and provided funding. An agreement was signed on 13 January 2023. The three-year project envisaged three transfer-case types, a design service life of up to 600,000 kilometres and bench and road testing of developed prototypes within vehicles.
